Scope of Controlled Items
The new measures require a license for the export of items meeting specific technical characteristics. These include autopilots specifically designed for UAVs, as well as related technologies such as gimbal stabilization and mission payload technology.
Controlled UAVs and unmanned airships are defined by their ability to fly beyond the "operator's" "natural line of sight" and possess specific endurance or performance capabilities. For example, items with a maximum endurance greater than or equal to 30 minutes and less than 3 hours, which can maintain stable flight under gust conditions of greater than or equal to 46.3 km/h (25 knots), are subject to controls. Additionally, UAVs with a maximum endurance greater than or equal to 3 hours are also restricted.
The announcement also lists specific engines, radio communication equipment, and components such as brushless motors, electronic speed controllers, and carbon fiber composite propeller blades that meet defined power, voltage, and size thresholds. Software and technologies related to the research, development, or production of these controlled items, including flight control, autonomous navigation, and sense-and-avoid technologies, are also included.
